Customs is a basic import duty that is charged for goods imported from abroad.
Goods imported by state trade organizations are exempt from customs duties. The number of products subject to export duty is constantly decreasing. Export duty rates range from 5 to 50%, based on the FOB price. Tariff rates for key minerals such as lead, zinc and tin are set annually.
The customs tariff is based on a harmonized system. Minimum tariff rates apply to imports from countries with which China has signed trade agreements or reciprocal preferential treatment agreements. General customs rates apply to other countries. Most of the customs tariff is ad valorem based on CIF value (Incoterms 2000).
In order to encourage foreign investment in key sectors (especially high-tech sectors and agriculture), certain products are exempted from customs duties when imported.
Since joining the WTO, China has lowered the average tariff rate from 15.6% in 2000 to 10.6% in 2004. During 2005, the average customs duty rate was lowered to 10.1%. The average customs duty rate for industrial products is 9.3%, and for agricultural products 15.6%. The customs rate for information technology products, in accordance with the WTO Agreement on Information Technology, is zero.
