Customs duties are fees levied on goods imported from abroad.
Goods imported by state-owned trading entities are exempt from customs duties. The number of goods subject to export duties is gradually declining. Export duty rates range from 5% to 50%, calculated based on the FOB price. Tariff rates for key minerals (e.g., lead, zinc, and tin) are adjusted annually.
Customs tariffs follow the Harmonized System (HS). Reduced tariff rates apply to imports from countries with which China has bilateral trade or preferential treatment agreements. General customs rates apply to other countries. Most customs duties are ad valorem, calculated based on CIF value (Incoterms® 2000). (CIF and FOB are terms used in international trade. CIF stands for "Cost, Insurance, and Freight," and FOB stands for "Free On Board.")
To encourage foreign investment in priority sectors (e.g., high-tech and agriculture), certain imports are exempt from customs duties.
Since its WTO accession, China has reduced its average tariff rate from 15.6% (2000) to 10.6% (2004). During 2005, the average customs duty rate was lowered to 10.1%. The average customs duty rate for industrial products is 9.3%, and for agricultural products 15.6%. Under the WTO Information Technology Agreement, tariffs on IT products are zero.
